Looks like this is partially a case of inadequate or inadequately sized signage. Looks like they need some "do not enter"/"Wrong Way"/"One Way Street" signage to drive home the fact that you can't turn right on that one way street or you'll be going the wrong way.
And at 2:45 and other idiots like that person, don't seem to know the meaning of the colour red.
Nor do they seem to know that a flashing red should be treated like a stop sign.
While I'm glad some police nailed some of these bad drivers, that's a band-aid solution at best. The real solution is to make people retake the driving test every few years.

I honestly cannot figure out what the big deal is. There may not be 20 foot light up neon signs, but there are signs.
